Have a look at products from Alerton, Delta Controls, AutomatedLogic and Andover. All make BACnet compatible controllers including some which connect via Ethernet. None make specific cooling tower controllers nor do any other companies that I'm aware of but these controllers can be programmed to control cooling towers.
Most HVAC installation contractors familiar with these products should be able to program them to suit your needs or you can buy their programming
tools and do it yourself.

Not to muddy the issue, but the BACNet part of the control can be handled by several good DCS manufacturers. However, be VERY careful to specify exactly what type of networking environment you will be establishing. BACNet (at least some levels) does not co-exist very well in certain LANs. If you have a plant network based on mail servers with firewalls and routers, map out your system and determine which level of BACNet support you require before you spec out the project. From past experience, make sure your IT people know everything you plan to do well in advance, or you may be installing a dedicated network....
