All your questions relate to heat exchanger/condenser design, and require qualified engineering not just answers.

Operationally, the condenser is driven by the condensation temperature at the condenser discharge; that will drive the pressure at condensation, normally discharge pressure of common Steam Turbine discharges in secondary.

But, if you are not getting adequate condenser heat transfer, the turbine disch press/temp is higher and power down.

Get a design engineer involved.
