20 to 160mA VS 4 to 20mA

I have noticed most hydraulic actuators use 20 to 160mA command signals from the controllers; whereas pneumatic ones usually use 4 to 20mA. Why is 20 to 160mA mostly used in hydraulic actuators instead of 4 to 20mA?
 
come across some that are 10-80mA. I put it down to needing enough current to generate a magnetic field in the drive coil strong enough to drive the swash plate or the proprotional spool valve.
